Proceedure for conduct of election of members and office bearers of the Executive Committee

1. All the members of the Committee shall be elected  through the system of secret ballot, each valid member exercising a preferential vote for each category of office bearer and executive members.

2. Only the valid Life Members as defined under the relevant rules and regulations of the Association shall have the right to vote. To be eligible to vote or to contest the election, a member shall have to be enrolled as Life Member at least one month before the date of announcement of the election.

3. The Committee will decide a date for conduct of election. The GS will notify to all Life Members about the election at least a month ahead of the decided date.

4. The Committee will also appoint a suitable person to conduct the poll as the Election Officer. The Election Officer will select two Neutral Members from amongst the available members after the balloting process is over to assist him in counting of votes. The outgoing President and the senior most VP will assist him in conduct of the election

5. The Returning Officer will vet, prepare and circulate the electoral roll comprising all the valid members of the Association at least 10(Ten) days before the date of election. For this purpose the GS will help him

6. Intending members shall submit their nomination papers in prescribed form to the Returning Officer minimum 7 days before the date of election.

7. Every nomination paper shall have to be signed by a proposer and a seconder who shall have to be Life Members of the Association

8. A member is entitled to stand for one office only.

9. The Returning Officer shall scrutinize the nomination papers and announce the names of the valid contestants for each office at least 3 days before the date of election. The nomination paper will be rejected for following reasons:

9.1 Any one, the contestant , the proposer or the seconder is not eligible to vote as per para 2 above.

9.2 The contestant has filed nomination for two different posts

9.3 Wrong/incorrect entry in the nomination paper.

9.4 Nomination paper not submitted in specified time

9.5 The proposer or seconder has also proposed or seconded others for the same post

10. To avoid crowding the election process preferably should be conducted in a separate room

11.The counting of votes will be carried out in this room only. Either the contestant or his representative can be present for counting as spectators. No other member other than the two selected to assist as per para 4 will be permitted in the room.

12 The Returning Officer is the final authority to decide if a vote can be declared as invalid.

13.A vote can be declared as invalid for the following reasons.

13.1  The ballot paper is torn.

13.2  There is slightest doubt about the tick mark’s position.

13.3  More than one candidate is tick marked for the same post

13.4  Any extra entry on the ballot paper not required as per the rule.

13.5  Any other marking other than the authorized ones

14. General Secretary will notify all communications relating to the election.

15. At the end of the counting the Returning Officer will announce the winners.

16. The decision of the Returning Officer is binding on all and cannot be challenged
